(warning, thinking while typing.) I ALMOST see the logic in what they were doing here... a switch controls an outlet (20A switches, of course! Right?!?) - that outlet then "jumps" to the upper row, which are presumably split so they're going to two different fixtures. Each switch controls two lights... but at that point, why not just plug both lights into one outlet that is controlled by the switch... why the jumpers?
Of course, for the time and money spent on this, one could have just found a legit dimming system with soca. *sighs*

Of course, eliminating the downstream male plug/receptacle would:
1. Save material cost
2. Save labor
3. add convenience-plugs could be permanently marked with destination fixture
4. prevented jumpers from walking off
5. incidentally been safe
I honestly can't think of a downside-is there one? Maybe the ability to lock the jumpers in a drawer to disable the system....

Eliminating the upper connections would still be a code violation; you need breakers or fuses when fixed wiring is fed from an inlet or plug...
