Title: Blue Ray Player

I have an NEC TV monitor with RCA video  and sound bar with optical audio. Is there a Blue ray player that still uses RCA plugs or an adapter to turn RCA to hdmi

If you can find an older(2-3 years) Blue-ray player it will probably have RCA outputs and there may be some obscure new ones available too but they're hard to find. We have one connected to an old CRT TV and it works fine for Blue-rays, DVDs, and Netflix(all non-HD of course). My PS3 also has RCA outputs which I assume work when watching movies but I've never tried it as I use HDMI on the TV it's connected to.

You might also read up on the Analog Sunset.  As of 12/31/2010 all Blu-Ray players manufactured had to limit playback of any AACS encrypted content to SD resolution on all analog outputs.  And all Blu-Ray players manufactured after 12/31/2013 must prevent playback of AACS encrypted content to any analog outputs at all.
 
As a result of these limitations on the analog outputs and to reduce the device costs, Blu-Ray player manufacturers often eliminated the analog outputs on Blu-Ray players.  Many also started doing so well in advance of the Analog Sunset dates.
 
So as Tommy said, you'd may have to find a used player or one that's been sitting on a shelf for some time to find one with analog outputs.  And unless its several years old, even the analog component outputs will be limited to 480i SD resolution for any encrypted content (composite video outputs will be 480i SD even on older units).

My Panasonic DMP-BDT 500 Bluray player has an RCA video out yellow jack and optical audio out.

It's a current model player. I don't know if the next down 320 has it or not. I have never used that output and can't tell you if it has limitations or not.

we've been in the predicament a fair amount. There are HDMI to Component converters if you want to pay for them but I can't speak to any of them since we haven't used them. In a pinch we did use a ps3 in place of a bluray player since you can still easily source component cables for those. My distributor tells me that that the highest end yamaha player they sell actually still has component but I haven't been able to verify that. I wanna say cost was in the $400 neighborhood.
