There are a number of things wrong with this-starting with the name at the top Db is not the way to write it.

What does time have to do with resistance?

The ohm is not resistance divided by freq.

The voltage of AC power has nothing to do with freq.

And so forth.

There is some good information-but also a bit misinformation here.

Just beware!!!!!!!!!!!
