I read that Marconi may have overclaimed some of his early acomplishments with spark-gap transmitters.
But he got the money to ultimately make things work.

Marconi basically saw what everyone else had done and combined it into a useable product.
A bit like cooking in a way, combining ingredients to make something greater than the sum of it's parts.

Roughly 1920 Navy Radio Hill Arlington VA. building is building 1 and held the spark gap transmitter.

The Arlington station of United States Naval Radio Service is described in detail. The towers, large antenna, ground, power supply, 100 kilowatt spark set, receiving room, 5 kilowatt spark set, small antenna, and 100 kilowatt arc set are fully considered as to design and operation. The traffic statistics of Arlington are given. The question of Pan-American radio communication is considered and a comprehensive zone system is proposed and explained. The routing of a typical message is followed out. The new high power stations at San Diego, Pearl Harbor, Cavite, and Guam are considered, with some details as to their equipment. A series of illustrations of the Naval radio stations follow.

The auctions were completed last year. This is about having the 2 Es - engineering and enforcement - to make sure the TV repack happens on schedule and that T Mobile and others get timely access to the spectrum they paid for.
I'd say "blame Congress" but you're Canadian... 8)

Actually, Marconi built upon Heinrich Hertz's work with spark gap generators. Tesla had far bigger fish (dogs, humans, Edison) to fry.

28GHz? My hearing doesn't go that far up. Who is using it now?
I was referring to the 600MHz auctions that still seem to stump some entertainment/HoW users...
