I am looking for cheap, simple solution to schedule when exterior lights are on.
1) The ideal solution would be a dusk on option and timed delay off. The off time needs need to be selectable by day. For example: Every Friday during daylight savings time the delay off is 5 hrs. Every Friday on standard time the delay time is 8 hrs. And so forth for every day of the week.
2) An alternate would be just setting every day for the year with each days own start and end times.
Output from the computer (or programmed device) would trigger a relay of with a 120vac load well under 10 total amps.

Perhaps looking into Smart Home systems, like a Raspberry Pi and for example Domoticz, Home Assistant or OpenHAB?

An important system like this, why is the money available always "the cheapest solution". Shouldn't the question be, what is the most reliable system? Then see if you can budget for that.

Well there are several. I’m a big fan of the Pharos Controls stuff. We use that for a lot of our exterior and night time lighting. That’s only several thousand for the basic one universe stuff... so relatively affordable in my opinion. We have a system running an outdoor fountain and park lighting. No freeze ups or problems and it’s been running for 3 years... if call that reliable.
Of course there is ETC Paradigm as well.
And many others.

But I'll bite, what is the most reliable system?
I have no idea, this isn't my area but I am sure that there are lots of automated control systems that don't cost what Simplex Grinnel gets.
My warehouse is replete with examples of where I tried to get by with cheap shit. Something else I didn't listen to here when I first arrived "buy once, cry one" is so real.

USB relays start at $5.
There are wifi-controllable ones for probably $30.
But if your requirements are at all mainstream, I'd just get a latitude switch.

When I search "latitude switch", I get Dell Latitude laptops and info about longitude / latitude.

It doesn't care whether it turns on lights or a relay.
I have a leviton dimmer in my home I can set a similar timer via bluetooth if I care to-actually makes a nice "security light" when I am not home. On at dusk-off at a randomized time.
