Title: Suggestions for mid bass cabs

Front end loaded, passive.  I know its vague, so I would like them to have either 12s or 15s..

You need more info. Processing and upper/lower cabinet type at the very least.

Not to mention expected room size, power requirements, mobile vs install....

The EV TL boxes were built by the thousands, they still show up used from time to time.
TL 606 for 15" and TL 806 for the 12".
JBL Cinema boxes like the 4648A also show up.

In general, 15" are about 3 dB more sensitive than 12", 12" can be crossed higher.

JBL SR4715 make great mid bass cabs - dual 15" 2226 speakers.  I don't know where you are located, but I have a couple I can sale you.

4-soon to be 6- Danley TH 115s bottoms and 4-Klipsch LaScala tops.  Installed gear.  20x35 room/ warehouse.
Power requirements- well to keep up with what I have..

Yes. It helps.

One candidate that comes to mind is the mid-bass horn that Don Keele designed for JBL as a companion to his 1x18" ported, folded bass-horn, back in the 1980's.

It is a fairly compact, ported, 60-degree horn that can be used with either a 12" or a 15" driver. So it goes pretty darn low and is quite efficient. The plans should be available from JBL and other places on the internet. Off the top of my head, the dimensions are: 16.5"H, 24"W x 30"D.

These are not difficult to build (no curved flares), are based on 4' x 8' (or 5' x 5') sheets of plywood and fit well in vans or trucks.
