I see (in the User Control Panel) that I am subscribed to this topic. Yet I have not received any replies.

I notice that I am subscribed to basically every topic to which I've ever posted a reply, up until the point last year when I decided I hated topic reply notifications, and I turned it off.

I note that the "Unsubscribe All" button in the Subscriptions tab in the User Control Panel does not work. I am able to unsubscribe from individual topics but I can't do a global shitcan-all.

Perhaps there's some limit to the number of subscribed topics? Once you hit that limit (possibly inadvertently if you have the global notification turned on), the whole thing dumps core?
