That stuff is Pallet Racks!  I wouldn't use it myself in this application but I can tell you that it is way stonger than any scaffolding I have ever seen.  We use to own a couple pet stores and we had that exact type for merchandising pet foods.  We put thousands of pounds of pet foods on it everyday.  We are talking like 10-20 bags high and five bags wide per shelf and each bag weighing 40-50 lbs!  I wouldn't trust it with only one section of width becasue it will have some horizontal sway.
