You can look here for an extensive range of plans.  They are inexpensive and well tested.

Since you are located in the philippines you will sertainly find a good deal for P-Audio drivers.See what can you find and we will help further.
Also how big is the church, how many people, how loud it should be.
Give as some more info.

branded speakers available here are yamaha, peavey, jbl, community, and behringer(unfortunately, not all products are available)....

a pair of yamaha subs will cost us 1600$
jbl-4000$

but there are also cheaper subs that are used in mobiles like
targa,(15" 500w but i'm not sure if it's near rms,) which is a component speaker- 60$/pc
and 120 for the box,/pc

as far as i know, there are no, available 18" component subs here...
that's why they use an 18" instrumental speaker,

by the way,
this is our situation,
we made a solicitation letter to be sent in our church in las vegas asking for an amount of 4000$,
but there's no guarantee that we are to recieve that amount,

supposing our that the fun we can gather is only 2000,
200$ would be used to buy a behringer xover,
another 200$ for a behringer 31band eq..

the remaining 1600$ will be used in buying a sub,
an amp for the sub, and another amp for our s115v..

Does anyone have any experience with a isobaric design with dual 18" I have seen some cheap cabinets

31.5" x 23.5" x 23.5"

8.4 cubic air space (4.2 per side)

Dual 2" x 22" x 6" slot vents (.15 cubic feet per vent)

7 ply 3/4" Birch construction

I know these are certainly not going to compare with any of the great designs, but wondered how it might compare to the typical ported dual 18 standard front facing cabs

It might be a good idea to get it all from one vender. I'm sure you can get a decent  subs, amp, crossover, within budget from a local music store that sell Peavey, Yamaha ect..
Building your own or combining manufactures can sometimes be problematic, especially in subs. The amp or speakers will stress at different levels. Too much power  can tear a driver. Not enough power can thermal the amp or burnout a voice coil. Powered subs, or matched amp sub combo can be more reliable as they are likely to sound bad as they reach their limits, rather then fail just as its starting to rock.
Good luck

If you can get Peavey Low Rider 18 drivers, you can make respectable subs.

The spec sheet, available at Peavey.com even has four box volumes, box tunings, port dimensions, and response charts included for builders.  Kudos to Peavey for making that easier.

These drivers are in their QW subs.
