Limiter preference inquiry

Lets say we got a pa system where the system is deficient in the sub passband and goes into limit before all the other passbands.

Would you rather limit the other passbands to the potential of the subs in order to maintain spectral balance as volume goes up past the capability of subs or keep other passbands capable of their full potential.

Get enough subs to fulfill the requirement. Making the system equally deficient in the full range band hardly seems like a solution.
