A decent capacitance meter will get you to within a few centimetres as long as one of the conductors (or shield) in the defective pair still works , Luckily most issues are close to one of the ends. Network guys have a fancy device which picks up on the reflection and those are deadly accurate. If it's broke in the middle, open snake surgery is the only option (lots of self amalgamating tape etc).

So once you've found the problem, I'm assuming you make a slit along the length of the case (what is the correct term?) and attempt to work on the offending channel)

How would you then mend the wound? can you get large enough heat shrink?

Most snakes these days come with an extra channel or two hidden. I would use that rather than trying to perform surgery.

multicores foil shields sometimes get together and two or more channels may show a fault on the ground. For most applications this doesn't cause a problem.
