Do VGA-to-CAT5, or "twisted-pair" electronics offer any form of ground loop isolation, by the nature of how they are designed? I would like to hear from someone that has hands-on experience with such devices.

Good VGA to Cat5 interfaces do offer ground loop isolation, some cheap ones do not.  I have used quite a few NTI Vopex units which worked very well for me where I needed good isolation with cable lengths between 25m and 55m. I believe Extron and Kramer make good units but I have no personal experience of them.  I have tried a Rextron unit which although apparently isolated had other problems.  I have a number of other cheap units to evaluate but haven't tested them in a real world situation yet.
