Donating an unrealistically cheap device that will cause noise, has lousy response (overall, EQ, etc) and fails in various ways at some premature point in time is not much of a donation, IMHO.

There are good choices available from Mackie and Allen & Heath. Avoid Behringer (like the plague) and other cheaper-than-they-should-be brands (Samson, Phonix and the like).

Mackie's new VLZ3 series looks very interesting. Perhaps they have also redesigned the CFX series ?

I've gotten decent results from the Yamaha MG series (the MG16/6FX has 10-XLR and 3-band/sweep mid EQ for around $400), and the EMX series like the EMX5014 and 5016 which have two 500watt power amps built-in for around twice the cost.

I've installed them in a few rooms with no failures, good sound, and responsive EQ.

That Yamaha looks like it has everything I'd need for this situation including the low price.

I'm not looking for impeccable sound quality in the first place because the other audio components are old and noisy in the first place. Yamaha appears to have decent electronics put into this board, so at least I know I'm not getting a Behringer. You would think Behringer would make at least a few decent products, but I bought an effects processor off of eBay that just sounded horrible.

I've used that Yamaha and they are pretty good for the money.  I'd suggest looking farther down the road.  If possible a seperate board and power amp is generally preferable to an all in one.  It's much easier to upgrade mainly and then the maintannce issue shouldn't be overlooked.

Well they've already got amps in place for the mains, and I'm almost positive that the monitor is powered by the same amp.

We're using a CFX16 with effects at our church.
I got it used from another church about 2 years ago and it's worked flawlessly.
I paid $400 on ebay, though I contacted the seller personally to check things out.
I've also seen a Yamaha (24 channel) in pretty good shape at a used reseller for about $700.

Depending on what they have, the powered mixer may be a better option.  It, in effect may replace a noisy mixer and amps.  Sort of double the benefit for your donation.

If you need a powered mixer, the Yamaha 5000 series.

If you have amps, a used MixWix or MixWiz2 will cost you around $400 to $600 and perform better than any of the others mentioned (and be less expensive to repair if it ever breaks).  Better to spend a little more and get a lot more.

The EMX5000-20 was a great deal for a 20-input model, but they discontinued that one along with the EMX5000-12. You might be able to find one of the 20s used and in good condition for around $500.
