Livestream audio quality issue

Hello all,
TLDR: My church's livestream audio quality is bad despite fast internet speeds. This seems like an IT/network issue and not an audio issue, and I need help.
I'll keep this as short as possible. We use a Presonus StudioLive 32III which runs a stereo aux mix into a focusrite Scarlett which is used by YouTube as the audio source for the stream. I know for a fact that the quality is good at the Scarlett's input and until it is uploaded by Youtube. I know this because we ran an experiment in which we took a video using the livestream laptops webcam and the Scarlett as an audio source, and the quality was pristine. The internet speeds over wifi are 230 Mbps up and 24 Mbps down, over ethernet it's 420 Mbps up and 27 Mbps down. I don't know much of anything about IT stuff/networking or YouTube's compression. My thoughts are that there are more factors that determine stream quality than speed, or YouTube is compressing the hell out of our stream, or both. Any thoughts would be greatly appreciated.

What is your LUFS target for your stream?

Actually most broadcast audio is really compressed before it hits the transmitter so to speak.
You Tube has an audio quality monitor in their analytics section on their live stream interface page.

Any chance you've got the UP and DOWN switched around? Typically, download bandwidth is much larger than upload.

Post a link to a more recent live stream.
Let us give it a listen, there's a chance the issue may not be an internet speed issue.
Even with a 24mb upload you can get a solid live stream
Is there a lot of other traffic on your network?
