A severe beating of the person responsible for jeopardizing the venue's occupancy/liquor/public assembly licenses should be used, or the contract for the performer's "performance" should include monetary forfeiture clauses if limits are breached.  The only thing people understand are physical or financial pain.

I'm aware of more than one international act that played for free after multiple SPL violations in amphitheaters and venue imposed the fines on the promoter, who withheld settlement from the acts.
