When you need a waterproof connection, that what it costs.  And government LOVES to use those.  Different than the OP's connector though.

Thanks.  Seems pretty esoteric.  The facilities manager at the location said they'd never used them and didn't have any kind of breakout box to go with.  Sigh...

I'd want to get multi-meter on this outlet, if you want to use it, before buying or building a bistro :).  If it's never been used it may not be live.

ALWAYS meter new plugs, especially non standard ones.  You would be surprised how often even regularly used plugs are miswired.  It isn't often an issue when using just one, but when you use multiples in different areas things can go poof quickly.
