When stating dB, you MUST state what weighting and response time.

You can have a 40dB difference between A slow and peak during the same song.

You MUST know what the actual target is, not just a random number.

dB is nothing more than a relationship between 2 different levels, NOT an absolute level, UNLESS other factors are stated (ie weighting and time).

Then it becomes an actual level.

I always aim at starting at 95dB LAeq15 (so A-weighed, averaged over 15 minutes) and try to finish at 98dB LAeq15, next to that I want to get my C-A around 10 to 12 dB.
This is in my experience loud enough but not to loud for most people.

Thanks Tim,   How far out front are you taking that measurement ?

I always measure this at FoH, which means that I know that in front of me it will be louder. Depending on the type of PA  and how it's coverage works, I try to keep that in my mind.

The link below will take you to the WHO's Global standard for safe listening venues & events.  It's actually written in a manner that is pretty readable.  As with any global standard there isn't complete agreement about everything, but I think it's a pretty good place to start.

See appendix 5 for their suggestions on where to located SPL measurement microphones.
