Backline rentals SOP?

I've never heard of the Venue WANTING to cover my gear..
I suppose it *could* happen....
I am sure something got lost in the conversation.
Absolutely call the Venue yourself.

This was my thought process.

I can already see the blank expressions when I ask "who will pay fo this broken equipment?"

We routinely forward COIís we receive listing is a additional/loss to our insurance provider for their approval, everyone once in a while they catch a good reason to not accept the cert, may be worth a try.

I'm pretty sure a venue wants YOUR COI so that when something of yours screws up and they get sued, they can lay it off to your insurance, not theirs.
Someone smoking a guitar amp is not their problem, it is yours. Their insurance is not covering your gear.
