I believe France has an above average amount of electrical heating due to the amount of spare nuclear capacity, esp. at night where storage heaters can be used to capture said spare energy.

I wonder if with the onslaught of electric vehicles plans that give you cheap electricity at off-peak times (like Economy 7 in the UK) will cease as it will no longer be spare and rather than being incentivised to charge your vehicle at off-peak times it will be forced upon you with the electric companies preventing cars from being charged when electricity is in short supply (either generation or local network capacity), plus for people who want to rapid charge I can see them being charged handsomely for the privilege.

When you do a fuel cost comparison, charging at home the nationwide average is roughly equal $1.20 per gallon to fill up the electric car compared to $3/gallon today for gas.  Electric costs do vary state by state, but in no case is it more expensive for an electric car per mile.

That makes sense. Gasoline is a bit cheaper than electricity per joule (in the 'States, anyway; in Canada it's pretty close to a wash), but battery-electric wastes a lot fewer of those joules to heat than internal combustion does.
