A marina at Lake Pleasant, AZ was the scene of two brothers drownings because of electrified waters near their boat.  The marina's electrical system was ruled out, so that leaves... what?

#1 on that list should be use GFCI breakers.

They wired up their mod in such a way that the marina system did not trip.  The article states the brothers deliberately bypassed safety systems.... probably because it kept tripping.

Correct. I was not talking about what the brothers should or should not have done.

I was saying the list should include GFCI Breakers.

I still curious though-if the marina's system was safe and correct, which assume means using GFCI protection, I don't see how modifications on the load side of a receptacle could create a hazard?

If it was an inverter or generator on the boat supplying power, that makes more sense.

As a slight aside to this thread, I recently plumbed and re-wired a hot tub and was interested in testing the GFCI main 40 A breaker with a real "live" test.
Took a piece of wire and touched one end to the 240 leg supplying the pump and the other to the water.(maintaining safety of myself)
I barely touched the surface of the water and the breaker tripped!
Makes me wonder about Stephens question as the the safety of the marina's system.
