It's more than you're looking for, in that it's designed to allow the user to mix between 16 sources. Maybe contact them to see if they will customize an app to just switch between the sources rather than mix them.

Good solution but needs wifi to cover the entire area.  Another solution is http://www.unityintercom.com/  UNITY INTERCOM but it can only do 6 channels at a time.  You can rent the system from https://cpcomms.com/  CP Communications.  It works on regular cell systems.

currently the only have 100 receivers

Take a look at the Listen Everywhere Product. It should do exactly what you need, however you will be responsible for WiFi coverage across the area.

The guys at Listen say that some of their customers are buying up old iPhone4, 5s, and 6s to hand out to people without a smart phone.  I would have to assume they will be releasing a WiFi receiver at some point, but I haven’t seen it yet.

Dumb question, but does it actually need to be wireless?  If you say you've already created the content, then it could just be a playback device and/or app.

As my 2nd Grade teacher Mrs. Radom said, there are no dumb questions... You make an excellent point. I'm hoping to include a live "radio station" on site if possible and maybe explore the idea of being able to hear live conferences that are happening as well. But if that all tanks, then yes - we could buy up some old Sony Walkmen and put the content on cassettes... Thanks Scott.

I know this might sound a little Elementary
Unless this is a live broadcast event
 put all the separate files in a Dropbox and let the patrons download all the files (before arriving) to their device and select each file as they as they approach the different areas

Thank you Lindsay - yes you're right - I'm working now to figure out how much of the content will be live. But certainly the pre-recorded content could be downloaded prior to the event. I did want people listening to the same content at the same time, but if it complicates things, that idea can go.

Thanks Pete - I'll check them out. You are right - wifi should cover at least a square mile or more of terrain. Maybe they'll be getting more receivers in 2020? I'll look into it. Much appreciated.

It's not likely CP will be purchasing more of the particular mobile phone we use (Sonim XP8) for this, but any mobile phone can run the appropriate Unity app. There are many inexpensive models in the marketplace for which 'pay-as-you-go' service is available.

Have you talked to the companies that do this specifically?  This is probably a walk in the park (pun not intended) for companies like Acoustiguide, Antenna Audio, and Tour-Mate.

Since everyone already has a smart phone, this and a wifi mesh network covering your area is all you need.

Nice idea. I provided a sound system for a house party last week and the cops came at 3:30 am on a noise complaint. I was not running the system, I just went to take down and load out my stuff, but I suspect the complaint was justified in this particular case! And the system didn't even include a subwoofer.

Current cost north of $10k for the Sennheiser CS1-M MobileConnect multichannel transmission system might be a bit out of budget for the OP (and many others). Hopefully the technology will work well and become a standard option in the future. Also, does anyone know the latency of the CS1-M system? The specs say "low latency" but don't give details that I could find, maybe I missed it.
