Not defending inclined docks, just explaining.  Also bear in mind that the geometry varies by Truck/Trailer length.

As already noted, Load Bars & Straps are for more than just transit.

Is it even a possible consideration to unhitch, pull tractor out and drop the trailer jacks as low as they can go to reduce the slope or even get it to flat?

With the kinds of docks we've been at, the nose of the trailer would hit the ground before the jack's would go that low.
