Sort of but maybe not... it depends on where you live.
In Chicago channels 14-15 (470-482MHz) are reserved for emergency services, now and through the repack. After the repack channel 16 will be open, but 17 and up will be populated by existing or repacked stations. In a nutshell the FCC is filling from the bottom up, and I suspect 16 is there in case they need more for emergency services in a few years.
But in your locale, they might start from 470 up and fill all the G-band with repacked stations. If you live in a small town then probably not as big a worry as a major city. Nowadays I'd tend to look at H and J bands, the stuff sitting just below 608.
