How many of which fixtures, which lighting console(s), etc? 

From a couple old videos - comfortably over $1M.

I was at the Wednesday show as well and was thinking the same thing!

I was doing a mental tally in my head. I figured each of those circular trusses directly over the stage must have run $100k-$150k.

Off topic: They mentioned who ran sound, but I promptly forgot.  Does anyone remember who the guy was? I remember they said he was from Pittsburgh.  I wanted to remember because the sound was the best I have ever heard in that venue... and I've been going to concerts there since the 80's!  I could hear every instrument and voice clearly and distinctly. I never knew it could sound so good there. I always attributed the sound to the venue thinking "everyone sound boomy and muttled there".

To rent, or buy?

You're looking at a couple million to buy an arena sized lighting rig, especially once you include things like truss, motors, distros, cable, and all the other bits to put it together properly.

TSO also carries their own staging (automation gags, if nothing else).

I didn't see the show this year as they skipped my town for the first time in memory.

There are 2 Trans Siberian Railroads, East and West.  They have only 45 days to recoup the expenses of designing, building, and touring the show...  They tech the show with both set up at opposite ends of the same arena; if the producers change something and like it, it is immediately applied to the other setup.  When done they pack up one and send it on the road and the remaining cast does the show in the tech location.  IIRC it's in Iowa somewhere...
