I did not see any specific target date for the completion of this allocation.
By inference, it looks like anywhere from 18 to 36 months from now.
Anyone see any more specific info?

That depends on a few things, in particular your location and where you do gigs. If you live/work in a border city like Windsor (Detroit) or Niagara Falls, this is going to become an issue possibly as soon as later this year. Ditto if you do gigs in the US. As noted in other posts, T-Mobile is planning to light up in this spectrum as soon as they are able and those signals are not going to stop at the Detroit or Niagara rivers.
Another thing to consider is because of the superior propagation qualities of the 600MHz band UHF (which we all know and love), and because we already know that it is well suited to be broadcast over long distances (ie: DTV), the Telcoms may jump on it more quickly to start to reach remote locations.
