VOIP call-in radio systems

I know i've got some current and former Phone System professionals on here, so...

I've got a client that i am consulting with for an in-house Live Podcast/Radio/Web streaming studio.  I've got all the other aspects buttoned down, but i'm running into some issues WRT their need for a live call-in system.

Here's what they want.

-Approximately 6-8 active callers

-No more than 2-3 "hybrids" interfaced into their audio system.  So 1 talking and 1 "up to bat" active on their audio mixer with a few callers on hold.

-MUST be a VOIP based system

My POC does not understand the technology enough to tell me what kind of VOIP system their facility has nor do i necessarily have the expertise to understand them if they did.

The Telos HX-6 would be an ideal candidate were it not designed for POTS/ISDN lines [my client insists that their internal POTS lines are "terrible"].

I've priced out a Telos HX Prime system but by the time i add the xNode to get it to Analog 4-wire for their audio mixer and the Asterisk Server needed on the WAN/VOIP side we're definitely going way past the complexity and cost that this client is willing to take on.

So...  What are some good other options?  It's hard for me to believe that there is nothing out there that can do a simple call-in show via VOIP and not require 4 different boxes cobbled together and cost 9 grand.

Here is the best solution I have found. 

a. works over any browser
creates a recorded podcast
keep a record of all callers and make notes on them, like "bad caller do not answer"

for live radio you need to supply the station with device to connect to their live send feed.
