Not to change the subject but I am slowly making sense of my unusual starter. It is AKA a glow bulb starter and is generally built inside the round metal can starters with a cap in parallel.

I haven't found any sources selling them loose.

I am rethinking my judgement about the ballast not being "double insulated". The inductor winding can indeed be double insulated from the core.

The fact that there is a direct connection to the output of the inductor means the output is not remotely insulated (only a few hundred ohms from the mains voltage.)

How about "gluten free" electronic products. Isn't that another hot-button word?

Not to ignore the plight of people who actually have celiac disease (I know a few who have to be very careful of what they eat), but I can't help thinking of this when I hear the phrase "gluten free".
