At least  there is a switch so the connection can done in a de-energized state.

Can't you route the cable so that over-current/voltage cuts the cable using the nail cutters :-))

You can use nail clippers to cut or trim zip ties, so it's good to have them handy.

Yeah but it's also not in the USA so the code you're referring to isn't applicable.  It's entirely possible that this is completely code compliant where it was done.

...still not safe though!

Well, there's code and then there's ENFORCED code. A few of our readers are from India, and they note that there's very little enforcement of electrical codes there. That leads to really confusing and dangerous wiring practices at times.
