I thought an 18 would compliment my tops better as they are 15's.  I already have a qsc rmx1850 amp and the more I think about it the more I'm leaning towards unpowered boxes.  Powered are convenient but surely you must get better cabs for you money going down the non powered route.

Is it better to get one high quality 18 or two medium quality 15's?  I previously had an EV tour X 2x18 and never felt it delivered like it should, especially given the size.

Don't get hung up on driver sizes. Instead focus on the performance of the product (driver in a cabinet).

Powered vs unpowered... Of course you could get a better unpowered sub for the same money as a powered one (maybe), but then you have to buy an amplifier so not apples vs apples.

I've read some good reviews on the etx 18 anyone got any personal experience with it?

I'm happy so far.  It loads in and out easily, and sounds good.
