In a sense, yes. The spectrum and protocols were intended to be environments for large or small numbers of users to occupy more or less simultaneously and letting the equipment deal with the spectrum use/congestion details (basically latency). So what if a web page or email down loads a little slower? So what if a light cue happens a second or so late :-)

So what you're saying is that all this is basically being generated by one network "system" .
