Not a lot of details in the post. In the pictures, it looks like there might be a transformer, 480V to 120/240V. Looks like the wiring has been stripped out of them.

Thats a good deal of stuff for the $. If you can wire it yourself for your needs, paying someone to make output panels with powercon, twistlocks, etc could make a premade look good. If it were in TN. i would buy it for parts and i think that was your question. Not much to spend for that starting point.
