True, but then you always have a "neutral" or grounded conductor going back to the POCO. You need one or the other to provide a return path for fault current.

I am sure you understand just trying to make sure someone doesn't assume driving a ground rod is the same as running a grounding conductor.

This is true on the use side of the service.  On the POCO side all bets are off as to how or if it is grounded.  This is due to a combination of different rules over time and potential degradation of the POCO wires.  More recent rule changes have mandated more grounds on the POCO side.  Stray voltage is a common problem in some areas and is related to how the POCO grounding interacts with use side grounding.

As far as the OP pics I did miss the routing of the ground and I do think that one ground connection is the ground from the building sourcing the power.  I would expect more from a redundancy stand point but if the AHJ is OK with it and it passes the common sense sniff test then who am I to judge.
