I worked at a company where all 3 rooftop air handlers had this done to them. The cutoff switches were still operative and the units had been changed to 3 phase breakers in panels located inside the building.

Back in the '70s when my fledgling business was just starting out I took on a repair job that reminds me of. A custom piece of production equipment had the internal fuse replaced with a piece of solid aluminum 1/4" round stock cut to length. The inside of the fixture was pretty much turned to charcoal.

I fixed it and probably charged him a little too much to fix it, but in hindsight it was a dumb-ass tax.

I could envision a situation where the fuse "blanks" could be kosher.  The disconnect within sight of equipment is mandatory-but if there is properly sized OC  upstream, then there is no need for OCP at this location-fuses and disconnects are expensive.

The ground wire going to an isolated neutral bar without a bonding screw?  Maybe there is a screw there?  In which case we still have an issue as the concentric KOs on the incoming conduit are not a compliant ground. In any case the grounding is a different story!  An outdoor unit (condenser?) overheating or melting down would be an annoyance-energizing the same with no ground to activate OCP is dangerous to the tech.

There's a lot of mud/dirt in the bottom of this box. Shouldn't that be a weather-tight enclosure? Not only are over-current fails dangerous, but corrosion can create high resistance connections which can lead to fires.

I think I see the feed from the top with three connections and what looks like a ground out the bottom left and nothing coming in for that ground.  So is the conduit the ground feed to the metal body ??

Those are still "fuses".  They will break/open with to much current-----------------

Now whether the wire will melt first or not is the question.

No I do not recommend this.
