DMX termination failure

We ran into a strange problem last week while setting up lighting and effects.  We had one DMX universe that would only work if another unpowered light was connected  as the last fixture.  We tried a terminator (brand new tested and verified good).

How is this possible?

You may have a light with the termination running in the middle of the chain ?

Some of the lights have on dip switch or a toggle switch to activate the termination internal to the light fixture.  This fixture is expected to be the last on the chain.
