Found this connector on an adaptor at work. http://www.hubbellcatalog.com/wiring/section-b-datasheet.asp?FAM=Locking_Devices&PN=HBL3523C

What would it be used on?  This is in a convention center and there is only one adaptor from a NEMA 21-30, one of our standard outlets. It was in crate with other more standard adaptors in storage.  Only thing I can think of is some non-standard chain motor setup.
