A short burst or two of transmission will not harm the final PA (power amplifier) if the radio is in otherwise proper working order. Continued use of the radio without an antenna (for transmitting) will shorten the life of the PA.

This applies to most commercial and professional level portables as the antennas are cut for such a wide bandwidth, their VSWR is close to terrible. The manufacturers compensate for this in the design of the final output stage.
