Is the seating for movies the same as graduation?
Sound needs for movies are pretty different than for spoken word.
Personally I would put in the system that gets used every week and hire in a system that gets used once a year.
By the time graduation arrives, no one will remember what to do or perhaps even where the special gear for that configuration is stored (if it didn't walk since last year). Also, with a hired system, it gets kept up to date and in good repair. The quality of gear can be much higher than you can afford with your budget.
There are certainly lots of sound companies that can work in Portsmouth. Heck, I go further than that some tines.
