When I use a POCO or another contractor to set a meter pole the pole is usually set 5 feet in the ground-not sure how stable it would be in only 30 inches of ice.  Would a SOOW feeder from shore be any less safe-if properly protected from damage?  If it is too far for that, then pole stability might be a deal breaker.  Or the genny idea is not bad-other than the ambient noise, obviously.

If you live somewhere where thick ice forms then surely this situation is addressed in local electrical codes?  Once the ice is mechanically strong enough, why would it be any different to being on hard packed snow?
