I believe that the best budget drum mics/kits are the Equation Alpha Series.
The Equation kick mic is every bit as good as an Audix D6, and the supercardioid snare mic is one of the best mics I have ever used on a snare drum. The cardioid tom mics are just plain old good mics, overshadowed by the ridiculously good performance of those other two.
I have never used the Equation condensers.
I bought a couple of sets of these, when they were offering kits, several years ago for beater mics on "those" kinds of shows and found them to be really usable. Obviously there are better choices to be had, but I'm pretty sure I paid significantly less than $200 each for a five or seven piece set. The condensers are a little finicky but not bad. I like them on aux percussion. The wind screens are all but useless.
