I recently gave similar advice to a friend of mine whose company is bidding on replacing the old PA system in a large government building that is being renovated in Washington DC. The client just wants to replace and make working what was installed 40 years ago. Things have changed in 40 years and we now require voice systems to alert the occupants that comply with certain specs more stringent than a usual PA system and be on par reliability wise (and often interconnected with) with the fire systems. Particularly in a school environment there can be great liability if something happens and it is shown that codes haven't been followed. The liability includes the installer because legally, if you touched it "you own it". It's one thing if it's an old working system, quite another if it's been substantially been replaced with new equipment. That activity likely can trigger an upgrade. The proper thing to do here is to advise the school board to consult with the building inspector or fire marshal to get their interpretation, preferably in writing.

Call me , i have spec'd out and designed so many of these over the years my head swims...there are some things to consider...best said off this forum...and I can give you some advice and pointers to get 'r done....not that big of a deal really..
