I often use a Boss DDL guitar pedal as a ( gain neutral) effect on a vocal channel insert. I just went downstairs and tried a Boss Tremelo and it worked as expected.

Or have the lead singer try singing into the mic through a cheap, battery powered fan......
you can get the same effect riding in or driving an 06 ford f350 dually pickup on the 118 freeway. The freeway is like a washboard and I can duplicate that sound when I'm singing while driving on it !
