IIRC I read that article in the East Islip Public Library when first published. It was half optimistic gobblydegook (to my mind) back then, but over time I've embraced Heyser's fantastic wisdom.

This many years later we in SR, as routine, do not/cannot consistently satisfy the most simple brace of system measurement parameters. In many systems that I work with, we are still chasing basics like reasonably flat power response, low harmonic & IM distortion, etc..

But the only course is to keep testing and trying...

Amen.  He was smart enough.  He was just unable to communicate it fully to the rest of us before his untimely death.  This is not in any way meant to say he was lacking in communication skills.  He had a knack for being able to explain a great many things at the level required by a particular person.  I think what he saw was so different that he just didn't have time to document it thoroughly enough.

FWIW, I don' think Heyser completed a Ph.D. at Cal Tech before joining JPL.
