I'm a bit confused by the terminology as bid specifications or Bid Documents are usually related to design-bid-build rather than design-build.  A Request for Proposal (RFP) or a Request for Quote (RFQ) for design-build services is common but actual Bid Specifications or Bid Documents are usually the way of documenting the result of a design effort rather than being the request to initiate such an effort.
