It kind of seems like any criminal punishment is like closing the barn doors after the horses have escaped. The police chief should have known the law, I suppose, but the law still didn't prevent a massive breach of common sense. The punishment for that stupidity was immediate, and will affect those involved for the rest of their lives. Tragic, but who exactly does throwing a few otherwise productive citizens in jail for 5+ years serve?
