Well, if you think of this from the POV of:
- We need to keep the speaker dry
- We don't want to muffle the sound with a plastic bag
- What's available that can meet both of these needs?
It does make sense. I presume they did this for that reason, and the fact that people might use it as shelter is a convenient added bonus. I'm hoping this wasn't simply a cheap umbrella holder! :)

The second wire is going to the speaker on the left.

Looking at it, my guess is that the cable seen on the left and right are the same.
Comes in from the left, the excess is dumped on the right then into the speaker.

Wow! I feel old. It's so obvious that this is a passive speaker daisy chained with at least one other box than I didn't notice the cables until 10 people got wrapped around the axle.
The joke is the use of the pole socket. :o
