Out of band technology?

I wonder what they mean by "out-of-band-technology" in the third paragraph, and if it will have any impact on currently available bands for entertainment technology. It is also an interesting point that with the sudden government interest in our phones knowing our location, suddenly the government has a use for that very information.

From what I read in the article, "the government" has no knowledge (or need) of your location. It broadcasts from the tower(s) closest to "the emergency". Nothing more, and not carrying the sinister overtones of the recent smartphone mapping revelation.
