Unless someone specifically wants to sound like Purple Rain, my take on time based effects is that you don't notice it overtly but if you turn it off, you notice something's different or missing.

One "artist" last century had a shopping list of processors he wanted demanded for his gig. One stop in this town before moving to the next.
Spent almost an hour on his vocal wedge before he was satisfied. When asked what he wanted in the house, he said "I don't care, do what you want".
This was in a 5,000 cap soft seater, not a bar gig.
Oh well. The customer is always right. Promoter paid cash, and had good eats.

Mixing and efx are subjective... arguing about such is not a good use of time.

I had an audio mentor who told me that 'Reverb is Like Ketchup,'  Explaining that it would be a damn shame to use it on a fine steak, but it can really improve a mediocre burger.

I really love to play with delay throws when the tune calls for it - dub reggae breakdowns for example.  Makes my job more interesting, and usually gets a smile from the artists.  But in general, I prefer my effects be subtle.  I put all my FX returns on a DCA, which I bring waaaay down between tunes. 

One of my favorite bands is predominantly instrumental (aside from guest vocalist type tunes), but Bass-man stands center stage and talks to the crowd between tunes.  He has a long delay on his crowd-announce mic, which he never sings through.  I don't get it.

I also have noticed more (ab)use of FX in church mixes.  This is cynical, but too much FX either says the band is bad and needs to be buried, or mixer dude(tte) hasn't learned how to use their shiny new toys well.
