I don’t believe that.
There is a 4 way stop between my town and the next (which has a highway towards Boston). During busy times it backs up half a mile.
I suspect much depends on the diameter of the roundabout or rotary.
The Mythbusters episode counted 385 cars through their parking lot four way stop in 15 minutes, and 460 through the roundabout.

That said, I have never seen a busy "real world" 4 way stop near as fast as the 2.33 seconds per car through the intersection the Mythbusters counted, so the 20% improvement may be understated, at least here in the USA ;^).

There used to be a lot more rotaries and roundabouts in the US in the '50s and '60s. I think the fell prey to "modern thinking". Here is a shot of one I drive though a fair amount in Orleans MA, although no match for Swindon.

I hear that roundabouts swirl the other way south of the equator.

(At least they do in Australia.)
