Video information channel generator for church or business

My search skills are extremely weak this evening.  What is the name of a device that would generate a video picture that might have the name of the organization, the time, the temperature, maybe updated weather info and would scroll through a few pages of information/point of sales/pictures/etc. in a loop?  For my intended use, baseband/composite video would suffice.  Cheap and used would be even better.  More of a proof of concept before actual implementation kind of idea. 

Added:  Think of the in room hotel insert channel that features hotel information, that's not on the regular city cable.

That's the rabbit hole I was looking for!  Thanks.  Have you used this product before?  Any advice/gotchas on legacy products I need to watch out for?
