The Current state of the console is just what it sounds like. All settings of every control and parameter on the console at the current moment.

Factory reset an X32. Now push some faders and turn some knobs. Change some settings. Don't save any scenes.

Now, how do I save this current state so that if I factory reset the console again, I can get it back to this state? This is what is saved by default on any Yamaha product when you save a show on those consoles.

You're probably going to say that to save the state you need to save a scene. Ok, well, RECALL SAFE every setting on the console. Now make a bunch of changes, save it to a scene if you want.
Export the show. Factory reset the console and load the show. The Current state of the console will not be how you left it, even if you recall that scene. You'd have to UN-RECALL-SAFE every setting before recalling the scene. Should not be necessary.

This is what in Digico world is the Session file. Session files then contains all the snapshots (scenes).

Scene 00 ignores all safes.
Maybe this helps

What do you mean by global safes?
There are channel safes, parameter safes and scene safes.

I think scene 00 was intended by the Behringer guys as a starting point regardless of any safe settings.

Sorry, still stuck in Yamaha speak.
Global Safes would be whichever ones once set don’t change scene by scene.
What you’re saying is 00 will ignore all 3 Safe types?

Ok, I just tested this on the editor and it does seem to work that way.
That certainly helps, but still requires one to go back and save to 00 regularly...

Thanks!
